Technology Plan Evaluation

Challenge:
An Intermediate School District education technology plan with standard life span of three, four or five years can not remain vital in the rapidly changing environment where technological innovations and instructional applications of technology occur continually.  The evolution of technology does not recognize or reflect education activity cycles.  An out-dated plan or out-dated recommendations in a plan fail to provide leadership to the Intermediates' educational community.
 
Recommendation:
The Wexford-Missaukee ISD Technology Plan (2009-2012) must serve as "a living document" to be evaluated, supplemented and assessed, at minimum, on an annual basis be the administrative team, technology committee, and intermediate wide technology committee representing the input of local school districts.  The plan and any proposed changes or new initiatives will be presented to the Board of Education for consideration.
 
Rationale and Implementation: 
The implementation of a meaningful and successful technology program can not be accomplished in an as-hoc fashion.  There is a need for coherent policy and a guiding strategic plan based on a broad range of input and expertise.  Plans written to span multiple years become outdated and meaningless.  This can impede progress when it is recognized that plans have outlived their usefulness and there is not clear, shared vision or direction in which to proceed.
 
Success:
The completion of an annual review and assessment of the plan with appropriate recommended modifications.  A review of timelines will occur with progress toward goals and recommendations noted.

Curriculum Support Resources
A plan for technology acquistion, training and maintenance is provided and up-to-date.The technology department has plans in place to maintain: professional development activities,equipement and software acquisition, distribution, maintenance & replacement schedules, and specification for purchasing technology systems.The technology department continues to analyze current needs and shortcomings of: professional development, and exsiting equipemnt and software.      * An effort is made to project the long term role of tehcnology in the instructional and admin.
Communication
The technology department sends out updates to staff bi-annually.All staff members receive quarterly newsletters, including information on integrating technology into classroom instruction.The technoloyg department communicates will all staff monthly, as well as archiving past updates on the website and providing teachers with a page of quick tips and trouble shooting ideas.

Instructional Leadership
Pursuits for additional technology funding are unsuccessful.  Little thought is given to supporting student learning when purchasing decisions are made.Some additional funding is awarded.  Student achievement is considered when reviewing potential purchases.Funding resources such as grants are sought and awarded.  The purpose of all technology funding and resources is to support higher student achieve and help the ISD help districts in supporting the Michigan Curriculum Framework.
Operational Resource Management
Existing network and workstations are maintained, but not expanded.  Staff have concerns about status of Technology Repair Requests.Some network/workstation upgrades are in place, more upgrade are needed to meet district needs.Tech. department complected annual needs assessment.  Network upgrade have been made each year.  Staff and student needs are met.

Personnel Qualifications
The district staff will participate  in two technology trainings during the year.The technology department will offer a minimum of two additional after school trainings for staff members, as well as bi-annual technology newsletter.The technology department will offer class and support staff  with quarterly technology newsletters and a technology help website.
Professional Learning
The technology department will survey staff to get a baseline of staff ability levels.The survey results will be used to plan professional development and training for staff in deficit areas.The survey will be readministered to staff memebers and new PD opportunity will be planned.  Data driven decisions will be put into pracitce.

Parent/Family Involvement

Support for Local Districts
Regional technology planning is minimal.  The ISD has not pursued cost saving measures.Technology assessments have take place at each local district.  Some technology planning measure are in place such as cooperative bid.Facilitate planning and implementation of a regional technology plan.  This plan should include recommendations for increased capacity, resource sharing and cost saving measures (such as cooperative bids).

Data Management
Student data is available in a data mart with limited reporting on MEAP testing (one time data pull that is not continually updated).Data from both the MEAP test and common assessment is available in a Data Mart.  Student demographic information is updated annually or bi-annually.Current student data is available from multiple assessments.  Data is updated at least monthly and includes demographic, assessment and financial data from each local district.
Information Management
The ISD posts snapshots of student assessment data on a secure web site for each local district.Limited data (e.g. Class Server but not MEAP) is available for teachers and administrators on a secure website.A secure process is in place for teachers, administrators and parents to view relevant data from the data mart.
