Here's a copy of the response I received from Frank regarding whether MS teachers teaching a course for HS credit (e.g. Algebra I in 8th grade) need to be highly qualified for HS (i.e. 9th grade). Some of you had emailed asking me to forward this information when I got it.

As long as the teacher holds a valid certificate for the assignment it may be either elementary or secondary.

emailed this question question a couple weeks ago, but haven't heard
anything. If a middle school teacher is teaching 8th grade algebra I for
high school credit, do they need to be highly qualified (i.e. certified for)
high school? We have middle school teachers only certified through 8th
grade who are currently teaching an algebra class for which their students would
get HS credit (since the course is aligned with the HSCE's for Alg I).
We're wondering if those 8th graders need to be taught by a highly qualified
high school teacher instead. Thanks.
